FG Moves to Expand Digital Governance Platform

Abdur-Raheem Adebayo Shittu, Minister of Communications, has said that efforts are on to expand the number of Data Centres in the country as part of government’s plan to expand its presence on a digital platform, 1-gov.net.

 The platform, apart from consolidating existing government ICT infrastructure, it also enables MDAs to exchange data in a seamless manner while allowing each other to remain independent and maintain its privacy and the security of its operatives.

Victor Oluwadamilare, Special Assistant to the Minister on Media in a press statement said Barr. Shittu stated this in a keynote address titled Empowering Digital Governments to share latest innovative technology trends and government solutions with emphasis on Microsoft’s Technology platform to improve the capabilities of government within Nigeria”.

Which he delivered at the 2017 Microsoft Digital Government Conference held at the Transcorp Hilton Hotel, Abuja.

The minister said through the 1-gov.net, government has become more participative and accessible where citizens can participate in policy process through discussions, suggestions and online-polls.

“Various Government Departments are using this platform for seeking inputs on a wide range of issues. Using the 1-gov.net Platform, Government has been able to save 30% of what it would have expended on a unit per unit cost. As at date 90% of all MDAs within Abuja are linked with fiber backbone and 3,500 locations of different MDAs have been touched across the country. About 270 MDAs websites and applications are being hosted on the network, adding that “Government has recorded success in 1-gov.net, we now focus on some services that have direct bearing on the present administration’s priorities, and we determined to continue with the shared ICT infrastructure and services initiative in the MDAs. The 1-gov.net is promoting Whole-of-Government approaches in the information Age based on shared services. This approach will enhance productivity of government officials, increase experience of patrons of government services, enhance security and drive out the menace of corruption.

He said the government recognizes the urgent need to increase efficiency and transparency, improve and align processes, smart government and smart cities, attract new investors, bridge the digital divide, transform government transaction services, data-driven government, better access to and management of information, thereby enhancing citizen satisfaction and trust, meeting the needs of rapidly changing demographics and balancing costs while optimizing efficiency.

According to him, digital government is a vision statement that seeks to bring about citizen empowerment by harnessing the potentials of ICTs as well as seeking to transform government into digitally empowered society and knowledge economy in a manner that government is available on the palm of every citizen, where – The Government is open and the Governance Transparent.

Digital Government, he said, does not comprise the digital architecture alone, but it encompasses digital delivery of citizen-centric services, and ultimately, digital empowerment of the people.

He said, “Internet users in Nigeria have crossed 90 million. The mobile users have also crossed 156million mark. The smart phone users are more than 60 million. Today, from booking of train tickets to payment of fees and taxes, from post office and banking transactions to issue of digital documents, online registrations to online applications and e-services, Digital Revolution is seen everywhere and touches almost every aspect of life of a common citizen.

Barr. Shittu disclosed that government invests in shared ICT Infrastructure to secure the benefits of lower cost, increased security, increased innovation and faster service delivery, adding that government is supporting the development and sustenance of ICT applications that are driving cost effectiveness and transparency in Government Service Delivery. He added that applications supporting the Treasury Single Accounts (TSA), IPPIS, Budget Portal and BVN verifications among others are already resulting in huge savings.

The Ministry of Communications, he said, has expanded the Open Government Data Portal which is a part of the Federal Government Open Data Initiative, stressing that many civil servants have been trained across MDAs on the use of the portal.

Held over 10 weeks between April 8th to June 14th, hosted exclusively on the StarNews Biz Channel on the StarNews platform, this competition offers a platform for emerging entrepreneurs to showcase their ventures and gain national visibility.

With subscribers voting for their favourite candidates, the top 20 contestants will seize the spotlight and make their mark on the business landscape.

Companies Invest More than $100,000 Yearly to Upskill their Cybersecurity Teams – Study Reveals

Over 70% of businesses pay more than USD $100,000 for additional training annually to keep skills of their cybersecurity employees up to date, a recent global Kaspersky study has revealed.

However, the surveyed companies also highlighted that there was a lack of relevant courses covering new challenging spheres in the educational market and stated that training does not always bring them the expected result.

In its recent study ‘The portrait of the modern Information Security professional’, Kaspersky examined the topic of the global cybersecurity staff shortage, analysing the exact reasons businesses lack cybersecurity experts, and identifying the ways they evaluate and upskill their cybersecurity workforce¹.

According to the research, companies are investing significant amounts in upskilling their cybersecurity teams: 43% of organisations globally say they usually spend between $100,000 and $200,000 per year on information security courses, while 31% even invest over $200,000 for training programs. The remaining 26% state they usually pay less than $100,000 for educational initiatives².

However, cybersecurity practitioners also note that the educational market is struggling to keep up with the rapidly changing industry and fail to deliver the necessary training programs on time.

Survey results for the Middle East, Turkiye, Africa (META) region shows that the scarcity of courses covering new challenging spheres (48%) was the main problem for those searching for cybersecurity training.

50% of respondents from the META region also stated that trainees tend to forget what they learned because they had no opportunity to apply newly acquired knowledge, therefore the courses were useless to them.

The need for special training pre-requisites such as coding and advanced mathematics, which were not specified at the pre-registration stage were also problematic for 37% of practitioners from the META region.

“With a constantly evolving threat landscape, businesses should continually improve the skills of their cybersecurity personnel in order to be well prepared for sophisticated cyberattacks.

“Developing high-profile specialists within the company and building internal expertise can be an effective strategy for organisations that aim to retain existing employees and allow them to grow professionally, instead of constantly hunting for new candidates and checking their professional backgrounds and practical skills.

“For organisations served by Managed Service Providers it is also important to maintain a pretty high level of expertise internally and use the same language when discussing the scope of services and Service Level Agreement with them,” comments Veniamin Levtsov, VP, Center of Corporate Business Expertise at Kaspersky.
