NCC Slashes Porting Period by 45 Days

Nigerian Communications Commission (NCC) has reduced the 90 days Mobile Number Porting period to 45 days, according to Ayoola Oke, an information communication technology expert.

Oke, of ICT Derivatives Limited, made this known on Thursday in a presentation at the 78th Edition of the Telecommunications Consumer Parliament in Lagos, said that porting was introduced two years ago to make it easier for consumers to change their networks and still keep their numbers.

According to him, consumers have to remain on the new network for at least 90 days before they can move to any other network.

Oke said: “But consumers have kicked against this, especially when they discover that the new network is worse.

“So, the initial period before a consumer can port again have been reduced by half, from 90 days to 45 days.

”The commission has also worked with the operators to make porting faster, and while it generally took a few hours before the average time, based on efforts of the commission in the last one year, it has gone down from five to 20 minutes.”

Oke said that porting customers initially lost some services such as bank alert messages, which had now been rectified.

He added that the Value Added Service providers have been integrated into the backend of the porting services.

Also, Prof. Umar Danbatta, NCC executive vice chairman, said that the regulatory body was aware of the challenges that came along with the rapid growth of the industry.

Danbatta was represented by Ubale Maska, the Executive Commissioner for Technical Service, NCC.

Danbatta said: “In fulfillment of its mandate as prescribed by the NCC Act, 2003, NCC has consistently strived to ensure that Nigerians have access to quality services at affordable prices.

”The industry’s challenges over the years have been that of provision of acceptable quality of service on a consistent basis.

“The non-technical factors, which affect quality of service, are erratic power

supply, vandalism of infrastructure, multiple taxation, right of way issues, as well as security challenges at mobile base stations.”

Danbatta said TCP was a platform where stakeholders were engaged in an interactive session.

The NCC executive vice-chairman said that it provided a unique opportunity for consumers of telecommunications services to be informed and educated on burning issues in the industry.

He said that consumers could freely express their views and expectations in the presence of the service providers and the regulator.

Data Protection: NIMC’s Licensees to Face More Scrutiny

Following the reported incident of unauthorized NIN verification by expressverify.com, investigation reveals that a third-party who, among others, was originally authorized to provide verification services to citizens and genuine businesses might have allowed expressverify.com to use its NIN verification credentials to conduct verification. The circumstances surrounding this permission is still under investigation.

 

To remedy this incident, National Identity Management Commission (NIMC), in line with established remediation protocols, barred all forms of access to its database.

Though necessary, barring all forms of access affected all genuine and crucial verification requests. After a painstaking review, limited access has been granted to few establishments that are providing pivotal public services such as education and security.

Ongoing investigation – by relevant agencies – seeks to establish the medium through which expressverify.com obtained the credentials of bona fide third parties and to determine the liability of persons involved in line with extant laws.

At the moment, data processing by licensees generally are to be scrutinized and only those that are cleared based on credible evidence of regulatory compliance will be permitted to carry out NIN verification going forward.

Furthermore, series of intensive trainings will be conducted in order to ensure that personnel and licensees are abreast of the duty of care and the standard of care mandated by the Nigeria Data Protection Act, NIMC’s Privacy Policy and other relevant regulatory protocols.

In the meantime, NDPC calls on members of the public to see NIN as an essential data for sustainable development. While existing technical and organizational measures are being strengthened to ensure the protection of this data, it is important for citizens to ensure that they are not left unidentified in various frameworks for development. It is equally important to be vigilant when sharing personal information on various online platforms.
