Copyright Commission Plans New Regulations to Curb Book Piracy
The Nigerian Copyright Commission (NCC) will soon be deploying more proactive measures, including new regulations and anti-piracy devices, to guarantee sustainable growth in the different sectors of the creative industries.
Under the new regulatory framework, major players, including publishers, producers, importers, distributors, marketers and other intermediaries will be held to higher standards of respect for copyright to ensure that authors and investors are adequately rewarded.
Dr. John O Asein, Director-General, NCC, stated this while receiving the President, the Booksellers Association of Nigeria (BAN) and Chairman, Planning Committee of the Nigeria International Book Fair (NIBF), Mr. Dare Oluwatuyi who paid a courtesy visit to the Commission recently.
While noting that there is need for publishers and booksellers to improve on the existing business models, he warned that the Commission will not sit back and watch the destruction of the book ecosystem.
“Destroying the book sector does not only affect the economy but is also a threat to the education system and the future of learning”, Dr. Asein, stressed.
He urged publishers to also improve on their dealings with authors, adding that the Commission is also concerned about the absence of contracts or proper licences between authors and publishers as well as the rampant cases of nonpayment of royalties to authors.
In his words: “We expect publishers to negotiate appropriate contracts with authors as evidence of authorization to reproduce and distribute their works”.
To address this situation, he promised that the Commission will be working with the Nigerian Publishers Association, the Association of Nigerian Authors and the Academic and Non-Fiction Authors Association of Nigeria to develop model publishing contracts.
Speaking earlier, Mr. Oluwatuyi explained that he was at the Commission to solicit the support and participation of the Commission at this year’s Nigeria International Book Fair, holding in Lagos on 10th to 13th May, 2023.
He thanked the Director-General for his participation at the 2022 edition and for the various policies and activities that the Commission has introduced to strengthen the copyright system.
He congratulated Dr. Asein on the extension of his term as Director-General of the Commission and assured him that members of BAN and the other associations represented on the NIBF Trust will continue to support the efforts of the Commission to address copyright piracy and other challenges in the book sector.
As President of BAN, he expressed readiness to sign Memorandum of Understanding with the NCC to enhance the Commission’s mandates and invited the Commission to partner with the NIBF Trust in organizing this year’s edition of the book fair.
The Director-General reaffirmed the Commission’s belief in the NIBF and gave the assurance that it will, as usual, participate at the Book Fair to promote copyright awareness, ensure respect for copyright and encourage the use of the copyright system to grow the creative sector.
The meeting was also attended by the Director Operations, NCC, Mr. Obi Ezeilo.
National Identity Management Commission (NIMC) has launched the NIMC Pre-Enrolment Portal to revolutionise the National Identification Number (NIN) enrolment process, enabling applicants within Nigeria and in the Diaspora to capture biodata online prior to biometric verification at enrolment centres.

Accessible via penrol.nimc.gov.ng, the platform allows users to fill enrolment forms, schedule appointments, upload supporting documents securely, and manage personal details directly, thereby slashing congestion, minimising wait times, boosting data accuracy and enhancing overall service efficiency at centres nationwide.
NIMC Director-General and CEO, Engr. (Dr) Abisoye Coker-Odusote, spearheaded the initiative as part of the Commission’s technology-driven strategy to fortify institutional performance, aligning with President Bola Ahmed Tinubu’s Renewed Hope Agenda that emphasises digital transformation, efficient public service delivery and inclusive national development.

The move underscores NIMC’s mandate under the NIMC Act No. 23 of 2007 to manage the National Identity Database, issue NINs and foster a reliable digital identity ecosystem vital for national planning, with users advised to complete pre-enrolment online before heading to selected centres for biometrics.
MultiChoice Talent Factory (MTF), a Pan-African film and television training institution, has announced the opening of applications for its 2026 intake.

The fully funded programme is open to African graduates aspiring to become directors, filmmakers, scriptwriters, producers and storytellers.
According to MultiChoice, the nine-month accredited curriculum combines online learning with intensive in-person training, and is designed to balance theoretical knowledge with practical immersion.
MTF academies are located in Kenya, Nigeria and Zambia, and serve aspiring filmmakers from 14 African countries. Since its inception in 2018, the initiative has trained 296 filmmakers, with graduates producing more than 42 movies aired on DStv, GOtv and Showmax platforms.
Organisers said alumni of the programme have gone on to establish over 50 production companies, while many continue to work within the MultiChoice ecosystem.
Graduates have also won accolades at the Africa Magic Viewers’ Choice Awards, Kalasha Awards, Uganda Film Festival and Women in Film Awards.
