NIMC, ALGON Join Hands for Enrollment Centres in LGAs
Chris Onyemenam, director general, National Identity Management Commission (NIMC), has called on the Association of Local Government of Nigeria (ALGON) to support, partner and cooperate with NIMC to enable the Commission establish enrolment centres in the 774 local governments in the country for effective grassroots NIN registration exercise.
Onyemenam, who was speaking at the pre-summit meeting of first Local Government Areas (LGAs) Summit on the National Identity Management System (NIMS) held with ALGON members in Abuja, said NIMC was in a hurry to set-up enrolment centres and commence local government NIN registration quickly, hence the need for this collaboration.
“We are established by Act No. 23 of 2007 to foster on orderly development of an identity sector and build a modern identity management system for Nigeria, we do four important things, the first has to do with the creation of National Identity Management Database, Manage Identity Authentication and Verification Service Infrastructure, Establish Registration Centres in every state capital and with your cooperation and support in every local government area, and then we can begin to talk of issuing National Identity Card”.
“If we are unable to build a database founded on a system that can enable us at any point in time to update our records, we would not have a national identity management system. If we have no way of telling the identity of an individual and affirming that identity, we will not be able to collect government revenues properly both at Federal, State and local government levels and we be unable to fight crime and criminal activities especially those that are related with identity of an individual”.
While welcoming and appreciating the ALGON members, mostly chairmen of local government councils and other executives for honouring the commission’s invitation the DG noted that the essence of the meeting was to introduce them to the journey of carrying out massive local government NIN enrolment that NIMC believes its success lie on the effective and efficient collaboration and cooperation between ALGON and NIMC in order to deliver on the mandate.
In his remark, Chief Nwabueze Okafor, national chairman of ALGON, called on members to recall the long journey of Nigeria in implementing the National Identity Project and see it as the project that must be completed, stressing that NIMC under the new management has demonstrated good handling competencies by deploying modern technology systems in line with international standard that have enough capacity to meet the yeaning and aspiration of the Federal Government and people of Nigeria.
Chief Nwabueze, who spoke through the Local Government Area Summit Consultant and ALGON executive, Mr. Felix Imoisili, said that the summit has been grouped into three zones with locations in Abuja to cover North-East, North-Central and North-West; Lagos location to cover south-West and the last will hold in Asaba to cover South-South and South-East.
The arrangement will cover all zones and eliminate challenges that will come up if 774 local government chairmen should gather in one hall for such a meeting.
He said that NIMC was wise in taking this step, knowing fully-well the great success that will be recorded in using ALGON to reach grassroots for the NIN registration.
In the same vein all ALGON members present promised to support and assist NIMC in the implementation of the NIMS Projects in their various states and Local Government Areas.
Gartner predicts that by 2028, 75 percent of enterprise software engineers will use Artificial Intelligence (AI) code assistants, up from less than 10 percent, currently.
According to a Gartner poll of 598 global respondents conducted in the third quarter of 2023, 63 percent of organisations are now testing, deploying, or have previously implemented AI code assistants.
AI code assistants provide for more capabilities than only code development and completion, notes the research firm.
According to Gartner, the use of AI code assistants can lead to higher work satisfaction and retention, resulting in lower turnover costs.
Philip Walsh, senior principal analyst at Gartner, comments: “Software engineering leaders must determine ROI and build a business case as they scale their rollouts of AI code assistants.
“However, traditional ROI frameworks steer engineering leaders toward metrics centred on cost reduction. This narrow perspective fails to capture the full value of AI code assistants.”
Gartner notes that software engineering leaders must “reframe the ROI conversation from cost reduction to value generations”.
Walsh adds: “Calculating time savings on code generation is a good place to begin building a more robust value story. To convey the full enterprise value story for AI code assistants, software engineering leaders should connect value enablers to impacts, and then analyse the overall return to the organisation.”
National Identity Management Commission (NIMC) has said that the planned national ID card will be issued to applicants by their banks.
NIMC said it is working with the Nigerian Interbank Settlement System (NIBSS) to deliver the cards to applicants.
“The card will be issued through the applicants’ respective banks in line with existing protocols with the issuance of the Debit/Credit cards,” the agency said at the weekend update on its official X handle.

It said applicants need to request their cards with their NIN “through the self-service online portal, NIMC offices, or their respective banks”.
“The card will be powered by the AFRIGO card scheme, an indigenous scheme powered by NIBSS,” NIMC said.
“The card can be picked up by holders at the designated center or delivered to the applicants at the requested location at an extra cost to be borne by the applicants,” the update read.
National Identity Management Commission (NIMC) has said that the new national Identity card, powered by AfriGo Card, is a single card with multiple services.
NIMC made the clarification against the confusion and criticisms that have trailed the AfriGo Card , touted as a National Domestic Card Scheme.
NIMC is launching the AfriGo Card, in collaboration with the Central Bank of Nigeria (CBN) and the Nigeria Inter-bank Settlement System (NIBSS), and has had appointed SecureID, a Lagos headquartered company to manufacture the Card Scheme
Making clarification on the card, Kayode Adegoke, head of Corporate Communications of the NIMC, said the General multipurpose card (GMPC) will eliminate the need for multiple cards.

“The single GMPC has multiple use cases: Payments/Financial, Government intervention/services, travel, etc.
“The National Identity Management Commission is working with the Central Bank of Nigeria and the Nigerian Interbank Settlement System to deliver the payment and financial use cases.
