FG Orders MDAs to Comply with Nigeria Data Protection Regulation

The Federal Government has directed all Ministries, Departments and Agencies (MDAs) of government to comply with the provisions of the Nigeria Data Protection Regulation (NDPR).

The directive was contained in a service-wide circular issued and dated 7th November 2022 with Ref No. SGF/OP/l/S.3/Xll/186.

Babatunde Bamigboye, Head, Legal Enforcement and Regulations, Nigeria Data Protection Bureau (NDPB), in a statement on Thursday in Abuja, said the Circular which was signed by the Secretary to the Government of the Federation, Mr. Boss Mustapha, is to be implemented with immediate effect.

He said the circular was to the effect that MDAs should designate appropriate officers as their Data Protection Officers (DPOs) who would on regular basis advise management on data processing activities of their organization and ensure compliance with the provisions of the NDPR and all matters relating to the protection of the privacy, rights and freedom of data subjects.

They are also mandated to forward the name and contact details of the DPOs to Nigeria Data Protection Bureau (NDPB) for documentation and requisite induction training.

Others are: “Appoint licensed Data Protection Compliance Organizations (DPCOs) who will guide the MDAs through compliance framework and file their annual reports with the NDPB

“Make appropriate budgetary provision for annual Data Protection Audit compliance process and capacity building of Data Protection Officers as well as other staff; and

“On an annual basis, file the report of their Data Protection Audit to the NDPB not later than the 30th day of March of every year.

“The implementation of the Circular is with immediate effect,” Bamigboye stated.

Speaking on the development, the National Commissioner and CEO of NDPB, Dr. Vincent Olatunji, lauds Federal Government for taking this historic step towards advancing fundamental rights and freedoms of Nigerian citizens and residents, particularly in the area of privacy.

Olatunji said: “As an agency of government, we are cheered by this development because it clearly demonstrates the preparedness of public sector organizations and functionaries in providing an enabling environment for the growth of our digital economy.

“With this circular, over 200 million Nigerian citizens now have additional reference to call in aid in order to protect lives and livelihoods in a data-driven ecosystem.

“The Bureau will continue to cooperate with stakeholders so that the numerous benefits of lawful data processing such as job and wealth creation can spread to all nooks and crannies of Nigeria.

“MDAs may wish to make enquiries at the headquarters of NDPB at No. 5 Donau Crescent Maitama, Abuja or visit www.ndpb.gov.ng,” he said.

NITDA Commits to Sustainability of Digital Growth, Inclusiveness in Nigeria

As part of its unwavering commitment to elevating Nigeria to premier status in the global digital economy by harnessing the potential of digital innovation to drive national prosperity and inclusivity, the National Information Technology Development Agency (NITDA) has reiterated its strategic foresight and agility towards the sustainability of digital growth and inclusiveness in the country.

This was made known by the Director General of NITDA, Kashifu Inuwa CCIE at the 3rd edition of the TeXcellence Conference themed, Revealing Tomorrow, at the Federal Palace Hotel, Victoria Island, Lagos State.

The conference, which is hosted by CWG Plc, a Pan-African systems solutions company that specializes in an array of wide IT services is a platform for technology experts, business leaders, and innovators to share insights on the latest trends, developments and solutions in the tech space.

In his address, the DG who was represented by the agency’s Director of the Stakeholder Management and Partnerships department, Dr Aristotle Onumo, outlined the agency’s efforts and its digital roadmap encapsulated in the Strategic Roadmap and Action Plan (SRAP) 2.0 2024-2027.

The focus of his address which was Policy to Implementation: Collaborative Approach to National Digital Growth, emphasised that NITDA has a digital social contract with the community which is structured around 8 strategic pillars.

“What we have been doing at the agency is to have a digital social contract with the community which is encapsulated in a document we call the Strategic Roadmap and Action Plan 2.0 which was developed based on the needs of the society to empower Nigerians and to foster economic development,” he mentioned.

Inuwa disclosed that the agency’s vision is to make Nigeria a digitally empowered nation, fostering inclusive economic growth through technological innovation and it has realigned its structure, recalibrated its systems and relaunched its strategy to better align with the federal government’s vision and goals of its supervising ministry.

“Our approach is grounded in the principles of clarity, collective responsibility, and a commitment to challenging the status quo. This will help us achieve our goal of transforming Nigeria’s digital landscape,” he added.

He gave deep insights into the 8 strategic pillars of the document while emphasising the opportunities they bring, their strategic importance, implementation focus and their success indicators.

While speaking on the implementation of SRAP 2.0, Inuwa stressed the importance of adapting to the rapidly evolving global digital landscape which has shaped economies worldwide and opined that NITDA is positioning Nigeria to be at the forefront of digital transformation.

“Our strategy is grounded in legislative and policy frameworks, addresses socio-economic disparities, and confronts cybersecurity challenges, and our goal is to establish Nigeria as a leader in digital literacy and tech talent, ensuring Nigerians are well-equipped for the digital era,” he said.

Noting that bridging digital gaps, gender imbalance and accommodating people living with special needs as critical cornerstones in all the agency’s initiatives towards building inclusiveness, Inuwa sought collaborations and partnerships in supporting 6 indigenous tech events in the country to global relevance.

“Collaboration and partnership is a gateway to economic prosperity and a foundational element to maximise impact, digital innovation ecosystem is our frame of play, our 8 pillars represent our wins, our leadership is resolute, strong, agile and dynamic and our strategy is creating digital value for the future through regulatory insight so I implore you all to join us to create a new digital future for Nigeria,” he concluded.

NITDA says JICA Partnership Lifts Startup Ecosystem on Global Map

Kashifu Inuwa, CCIE, the Director General, National Information Technology Development Agency (NITDA), has disclosed that the Agency’s partnership with Japan International Cooperation Agency (JICA) has put Nigeria’s Startup ecosystem on the global map.

He made this statement during a meeting with JICA President, Dr. Akihiko Tanaka when he visited the National Centre for Artificial Intelligence and Robotics (NCAIR) in Abuja, a Special Purpose Vehicle office established by NITDA.

While highlighting the impact of the Agency’s partnership with JICA Inuwa, stated that “Through this collaboration, we have sponsored Nigerian startups to participate in tech exhibitions and conferences across Africa and the Middle East.

“Additionally, we’ve connected them with Japanese corporations, such as Mitsubishi, resulting in Training for 112 startup founders from 56 companies and creation of over 300 direct jobs in Nigeria

He said, “Established in 2001, NITDA’s mandate is to implement the national IT policy. At inception, less than 500,000 Nigerians had access to computers. Today, we have made significant progress in bridging the digital divide.” He noted that there is significant growth in Nigeria’s ICT sector, from less than 0.5 per cent to over 16 per cent of GDP, with 120 million citizens now having computer access.

Inuwa, citing the World Bank research predicting a global talent deficit of 85 million by 2030, potentially leading to $8.5 trillion in lost annual value, he, however, suggested that to bridge this looming gap, “A strategic talent pipeline between Nigeria and Japan can leverage Nigeria’s youthful population to address Japan’s aging workforce challenges, creating a symbiotic partnership.”

He noted that NITDA has articulated its Strategic Roadmap and Action Plan (SRAP 2.0). Outlining the eight key pillars to drive Nigeria’s digital transformation, the NITDA boss emphasized that while Fostering Digital Literacy and Cultivating, which will drive the development of a skilled workforce to drive Nigeria’s digital economy, Building of a Robust Technology Research Ecosystem will encourage innovation and R&D in emerging technologies.

The NITDA boss said, “The Agency also plans to strengthen policy implementation and legal framework, promoting inclusive access to digital infrastructure and services, strengthen cybersecurity, enhance digital trust and nurture an innovative and entrepreneurial ecosystem and build a  strategic partnership and collaboration.

He added that the Agency will focus on internal transformation and reforms so the agency can be more agile and have an environment that is psychologically safe for everyone to contribute.

“Internally, NITDA is undergoing transformational reforms to enhance agility and foster a psychologically safe work environment, encouraging active contribution from all stakeholders.”

In his remarks, Dr. Tanaka praised NITDA’s dedication, stating that partnering with NITDA was a wise decision due to its vital role in global development.

He emphasized that co-creation is JICA’s guiding principle, adding that the approach aligns with JICA’s mission to collaborate with organisations like NITDA to drive growth and address global challenges.

“Co-creation is the overarching principle guiding our activities, especially in harnessing information technology to drive sustainable development. Additionally, JICA acknowledges Nigeria’s proactive strides in advancing information technology and Artificial Intelligence, and we are committed to collaborating on these endeavours,” he noted.

While stressing that the strategic application of these technologies will foster a surge in startup creation among young entrepreneurs in Nigeria, he advocated for harnessing the creative potential of young engineers, scientists, and entrepreneurs to develop innovative solutions that enhance societal well-being.
