NCC Sensitises Telecom Consumers at 2021 Enugu International Trade Fair

In line with its tradition of exploring avenues to engage with telecom consumers, Nigerian Communications Commission (NCC), has taken advantage of the opportunity of this year’s edition of the Enugu International Trade Fair to enlighten telecom consumers on their rights and privileges within the telecommunications sector.

Prof. Umar Garba Danbatta, executive vice chairman (EVC) of the Commission, addressing a large audience of telecom consumers during the NCC Special Day at the recently-concluded 32nd Enugu International Trade Fair organised by the Enugu Chamber of Commerce, Industry Mines and Agriculture (ECCIMA), said events of this nature provide the opportunity for NCC, as a telecom regulator, to interact with consumers and attend to their service-related concerns.

Danbatta, represented Dr. Ikechukwu Adinde, director, Public Affairs, NCC, spoke around the theme of the Fair: “Promoting New Technologies, Business Ideas and Strategies for Rapid Economic Growth and Development in Nigeria,” highlighted some of the regulatory initiatives emplaced by the Commission for protecting, informing and educating the consumers.

These initiatives include the NCC Emergency Toll-free Number 112; the NCC Consumer Complaint Toll-Free Number 622; the Do-Not-Disturb (DND) Short Code 2442, the Regulation on Forceful Subscription and measures put in place to check cases of pre-registered Subscriber Identity Module (SIM) cards.

Danbatta emphasised the importance of the ongoing National Identity Number (NIN)-SIM data linkage exercise, in order to ensure credible citizen database for improved national security.

He stressed the need for consumers to be cybersecurity-conscious while online and to always ensure efficient management of e-waste for a safer environment, noting that this year’s World Consumer Rights Day (WCRD), which was observed on March 15, 2021 focused on ‘Tackling Plastic Pollution’ in line with the e-Waste Regulation being pursued by the Commission.

Danbatta praised the efforts of Chamber at sustaining the Fair over the years, pointing out that it remains the largest and most important business event South-East of the country. “The Fair is pivotal to bolstering the economic and industrial transformation of the region in view of its enormous business potential,” Danbatta said.

Earlier in his welcome address, the President of the Chamber, Emeka Nwandu, who was represented by the Chamber’s Deputy President, Jasper Nduagwuike, extolled the role of the Chamber in the facilitation and promotion of robust exchange of business engagements in the South-East region of the country over the years through various initiatives, such as the Trade Fair.

During an interactive executive session with the ECCIMA executives at the Commission’s pavilion, Adinde and Idehen fielded questions ranging from consumer complaints management, the recent Unstructured Supplementary Service Data (USSD) policy, NIN-SIM linkage exercise and other industry-related issues.

The event attracted many multinational, international and national exhibitors, who took advantage of the Fair to reach out to their customers in the South-East and South-South zones of the country.

The NCC has, over the years, been a regular participant at international trade fairs across the country and has been consistent in its participation at the Enugu International Trade Fair.

FG Commences 90,000km Fibre Optic Rollout within Weeks

The Federal Government has announced that work will commence within weeks on a 90,000-kilometre fibre optic network expected to connect every state, local government area and ward in Nigeria, marking what officials describe as one of the country’s most ambitious digital infrastructure projects.

Dr Bosun Tijani, Minister of Communications, Innovation and Digital Economy, disclosed this on Tuesday after briefing President Bola Tinubu at the State House, Abuja, on the progress of three flagship digital transformation initiatives being implemented by his ministry.

According to the minister, all resource mobilisation and contractual processes for the nationwide fibre project have been completed, paving the way for physical deployment.

“We’re now at the point where, in a few weeks’ time, we should start to lay those fibre, so people will start seeing us around the country deploying the fibre. This is going to transform Nigeria for good,” Tijani said.

He explained that the project would deliver fibre optic infrastructure to every geopolitical zone, state, local government area and ward, significantly expanding broadband access and improving the quality of internet connectivity across the country.

“This is a project where every state, every geopolitical zone, every local government and every ward in this country will be covered with fibre optic cables, which will transform the quality of connectivity,” he added.

Bosun Tijani attributed the progress in the digital economy to a series of reforms approved by President Tinubu, including the designation of digital infrastructure as Critical National Infrastructure, tariff adjustments and tax harmonisation measures sought by industry operators.

“I think our sector has been extremely fortunate. Mr. President has given us quite a number of things that the sector has been demanding for a long time. Whether it’s the Critical National Infrastructure designation for all digital infrastructure, the slight adjustment in tariff, or the tax harmonisation, these are reforms the industry has long requested.

“I think it’s probably the sector that is most appreciative of this government because when we came in, the sector was contributing between 16 and 18 per cent to our GDP, but today it is tracking close to 21 per cent. That represents significant growth,” he said.

The minister noted that the reforms had also improved the financial performance of major operators in the telecommunications sector.

On efforts to bridge the digital divide, Tijani disclosed that the government would begin deploying about 3,700 telecommunications towers from October to provide network coverage for more than 20 million Nigerians currently living in underserved communities without access to telecom services.

He said the President had approved the project after months of capital mobilisation and planning.

“Today we’re at a point where, before the end of the year, we’ll also start to deploy close to 3,700 towers. It’s taken a lot to put this project together and raise the required capital, but we are now ready to begin deployment around October,” he said.

The minister also announced that Nigeria would officially launch an alphanumeric postcode system on October 1, a move he said would place the country among a select group of nations operating an advanced digital addressing system.

“Nigeria will be amongst maybe 10 or 15 countries in the world with an alphanumeric postcode. It’s the latest design in postcode systems, where we can identify every property in this country. We’re hoping to launch that on the 1st of October,” he said.

Tijani explained that the new system would assign a unique address to every property nationwide, enhancing logistics, accelerating e-commerce, improving emergency response and strengthening public service delivery.

“Inability to locate places comes at a cost. You can imagine what this will do for e-commerce. It means goods can now be delivered in record time,” he said.

He added that integrating the postcode system with existing government identity databases would improve security and make public services more efficient.

“Our alphanumeric postcode is unique because it allows us to assign a unique address to every property. In many countries, such as the UK, postcodes cover clusters of buildings. What we are introducing will uniquely identify every building, and that will be a game changer for Nigeria in terms of security, commerce and public service delivery,” the minister stated.

Nigeria Tightens Data Privacy Compliance as FG Issues Directive to MDAs

Federal Government has directed all Ministries, Departments and Agencies (MDAs) to fully comply with the provisions of the Nigeria Data Protection Act (NDP Act) 2023, as part of efforts to strengthen responsible data governance and build public trust in data-driven public administration.

Nigeria Tightens Data Privacy Compliance as FG Issues Directive to MDAs

The directive is contained in Circular No. 59805/S.I/74, dated July 27, 2026, and signed by the Secretary to the Government of the Federation (SGF), Senator George Akume.

According to the circular, the directive follows President Bola Tinubu’s instruction that all government institutions must ensure the rigorous collection and secure management of personal data in accordance with the Nigeria Data Protection Act.

The President was quoted as saying: “Data is the new oil: its value increases the more it is refined and responsibly shared. I therefore direct all Ministries, Extra-Ministerial Departments and Agencies to capture information rigorously and safeguard it under the Nigeria Data Protection Act, 2023.”

The circular mandates MDAs to ensure full compliance with the NDP Act, its regulations, guidelines and directives issued by the Nigeria Data Protection Commission (NDPC) regarding the processing of personal data.

To achieve this, every MDA is required to appoint a suitably qualified Data Protection Officer (DPO) responsible for overseeing compliance and advising management on lawful data processing practices.

The agencies are also required to register the names and contact details of their designated DPOs with the NDPC and engage licensed Data Protection Compliance Organisations (DPCOs), where necessary, to support compliance and conduct statutory data protection audits.

In addition, the Federal Government directed MDAs to make adequate budgetary provisions for data protection compliance activities, including staff capacity building, awareness programmes, deployment of technical safeguards and periodic compliance audits.

The circular further requires all MDAs to submit mandatory Data Protection Compliance Audit Returns and other statutory reports to the NDPC within the timelines stipulated by law.

It also places responsibility for compliance squarely on the leadership of government institutions.

According to the circular, Permanent Secretaries, Accounting Officers and Chief Executive Officers of all MDAs will be held personally accountable for ensuring full compliance with the directive and the provisions of the Nigeria Data Protection Act.

Reacting to the development, the National Commissioner and Chief Executive Officer of the Nigeria Data Protection Commission, Dr. Vincent Olatunji, commended the administration of President Tinubu for demonstrating strong legal and political commitment to protecting the privacy and fundamental rights of data subjects in Nigeria.

Olatunji said the Commission remained committed to supporting government institutions in implementing effective data governance frameworks, noting that data accountability is critical to achieving the administration’s eight Presidential Priorities.

He disclosed that the NDPC had established a regulatory clinic to provide technical guidance and support to MDAs in meeting their compliance obligations.

According to him, the initiative is part of ongoing regulatory measures aimed at strengthening Nigeria’s data governance ecosystem as the country positions itself to harness opportunities presented by the Fourth Industrial Revolution.
